As a Microsoft-certified Gold partner, IPTA excels at delivering process automation solutions to help federal organizations streamline operations, expose inefficiencies, and collect and analyze the data needed to achieve complex mission objectives using our proven, Agile Velocity Intensified (Agile Vi) development methodology. IPTA developed our Agile Vi framework to integrate Agile practices into highly regulated business environments to meet our customers’ ever-evolving business needs. Using Agile Vi, we assist our clients with aligning their vision, mission, strategy, and tactical operations to ensure successful, timely, accountable accomplishments, and continuing process improvements.

Leadership

Bill Williams

Chief Executive Officer

As owner and CEO of Interactive Process Technology Associates (IPTA), Bill leads the company’s efforts to deliver quality service to IPTA’s federal government and commercial clients including the Department of Defense, Department of the Air Force, Army Futures Command, the Federal Aviation Administration and others.

From 2005 to 2015, Bill ran business development and operations for IPTA, leading to dramatic growth and the company’s selection to the Inc. Magazine “500|5000 List” as one of the fastest-growing private companies in America.  In 2015 Bill acquired IPTA and he and his dedicated team built IPTA into a highly successful technology integrator for the federal government with expertise in Agile, Cloud, data science, IT, and Cyber capabilities.  In 2022 IPTA won the largest VETS2 GWAC task ever awarded, to provide IT support Services to the the Army’s Aviation and Missile Command in Huntsville, AL.

Bill has launched multiple companies including Staffility.com where Government Contractors find and keep talent; as well as B2 Medical, a medical staffing firm specializing in temporary and full-time nursing and other medical talents.

Bill retired as a Lt. Col. from the United States Air Force after serving as an Acquisition Officer, ROTC Instructor, and liaison officer to the United States Air Force Academy. He holds a B.S. from the United States Air Force Academy and an M.B.A.  in Entrepreneurial studies from Northeastern University. 

Jon Katz

President & Chief Operating Officer

As the Chief Operating Officer for IPTA, Jon directs the execution of IPTA’s business strategy by providing leadership and management of all security, quality, administrative, and operational procedures, and controls. Jon’s main objectives are to evolve the business support environment, enable company growth and provide the highest level of service to internal and external customers.

Jon has over 20 years of experience in operations, business administration, quality, human resources, security, and recruiting. Bringing tried and true methodologies to IPTA for the past decade.

Prior to joining IPTA, Jon was the Director of Human Resources and Security with Windmill International. He holds a B.S. in Business Administration and an M.B.A. from Southern New Hampshire University.

Rick Sette

Chief Financial Officer

Cross-functional, extremely focused finance executive with extensive experience and highly qualified in Government Contracting, Finance, Pricing and Proposal Preparation. Working knowledge of related disciplines required to prepare and report top-level financial and programmatic documentation.

Familiar with Federal Acquisition Regulation (FAR), DoD and Air Force financial regulations, Cost Accounting Standards (CAS) instructions and applications. Understand cost, schedule requirements, performs analysis and evaluation to assure funding is effectively planned, programmed and executed.

Mary Ann Carlson

Chief Growth Officer

Mary Ann Carlson serves as Chief Growth Officer, leading the organization’s transformative growth initiatives, business development strategy, and strengthening IPTA’s emerging presence in the Technology Solutions and Professional Services industry. Ms. Carlson brings over 30 years of operational and business development experience to IPTA. Having served in key executive roles for both large and small companies, she successfully drove year-over-year growth and excelled in delivering innovative solutions and capabilities in support of client mission objectives. Prior to joining IPTA, she led the Northeast Region Business Development Operations for COLSA Corporation, where she successfully opened new markets and built strategic partnership opportunities. Ms. Carlson is the current AFCEA International Regional Vice President for the Northeast. Previously, Ms. Carlson served as President of the AFCEA Lexington-Concord Chapter and Chair of the Board of Directors and is a recipient of the AFCEA International Chair Superior Performance Award and AFCEA International Leadership Award recognizing her outstanding accomplishments, leadership, and impact made in industry and the community.

Veterans Technology Services (VETS 2) GWAC

IPTA was selected as one of the premier SDVOSB IT services providers to hold the VETS 2 IDIQ contract. This new VETS 2 GWAC is a unique contribution to the federal acquisition community  — the only GWAC set-aside exclusively for Service-Disabled, Veteran Owned Small Businesses (SDVOSB). VETS 2 is designed to be flexible enough to meet diverse agency IT requirements, including new and emerging technologies. VETS 2 also enables GSA to continue its support of the SDVOSB Procurement Program, while helping federal agencies achieve their socio-economic goals. VETS 2 supports the acquisition of enterprise systems, applications, and data for traditional on-premise solutions, but also for government cloud hosting, data center migration to the cloud, transition support, and application modernization services.

Small Business Enterprise Application Solutions (SBEAS)

Small Business Enterprise Application Solutions (SBEAS) contract is a Multiple Award Indefinite Delivery Indefinite Quantity Contract awarded by United States Air Force that includes a comprehensive suite of IT services and IT solutions to support IT systems and software development and sustainment in a variety of environments and infrastructures. Additional IT services include, but are not limited to documentation, operations, deployment, cybersecurity, configuration management, training, commercial off-the-shelf (COTS) product management and utilization, technology refresh, data and information services, information display services and business analysis for IT programs.

IPTA is partnered with Exeter Government Services through the IPT-Exeter Joint Venture for SBEAS, providing a full range of software solutions and IT services in support of U.S. Air Force IT development, modernization and sustainment requirements.

DIA SITE III

Solutions for the Information Technology Enterprise III (SITE III) is a Defense Intelligence Agency (DIA) and National Geospatial-Intelligence Agency (NGA) IDIQ contract for delivering a full scope of information technology services and capabilities to support intelligence  needs for the DIA and NGA. IPTA is a small business prime contract holder on SITE III. Through SITE III, IPTA will deliver management of application and infrastructure services and functions for current and emerging requirements, including:

OASIS Pool 2

OASIS SB Pool 2 is a 100 percent Small Business Set-Aside multiple award, IDIQ contract that federal agencies can use to procure a range of expertise and professional services across an array of core disciplines. As the only OASIS SB Pool 2 awardee in New England, IPT Associates is poised to deliver a range of financial services to our government customers.

Navy Seaport-NxG

Under our SeaPort-Next Generation (SeaPort-NxG) contract, IPT offers Engineering and Program Management Services to the Naval Sea Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Command, Office of Naval Research, and the United States Marine Corps. This five-year IDIQ has a ceiling of $5 billion and allows for Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Cost Pluse Incentive Fee (CPIF), and Cost Plus Award Fee (CPAF) task orders.

Responsive Strategic Sourcing for Services (RS3)

Responsive Strategic Sourcing for Services (RS3) is a Multiple Award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to provide ACC-APG customers, Program Executive Offices (PEOs), other Department of Defense (DoD) agencies, and other federal agencies with broad knowledge-based support services for requirements with Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) related needs. Under RS3, Contractor-provided support services span a diverse spectrum of mission areas for programs with C4ISR related requirements including Engineering, Research, Development, Test and Evaluation (RDT&E), Logistics, Acquisition and Strategic Planning, and Education and Training. IPTA is one of only 46 small business RS3 IDIQ contract holders under the 541715 NAICS.

JE-OPETS

The Joint Enterprise Omnibus Program, Engineering and Technical Support (JE-OPETS) contracts support the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) and its chartered Joint Project Managers (JPMs) in their mission to lead, manage and direct development, acquisition, production/procurement, fielding and sustainment of Chemical, Biological, Radiological and Nuclear (CBRN) defense systems and equipment. Used by the military services within the DOD and by various Other Government Agencies (OGAs), these systems, capabilities and items of equipment provide critical force protection against CBRN threats world-wide. IPTA holds JE-OPETS IDIQ contracts supporting the CBRN Acquisition and Business & Analytics, Engineering & Technical, and Information Technology (BEI) mission areas

Technology Partnerships

Microsoft

IPTA is a certified Microsoft Gold Partner in Cloud as well as Collaboration & Content with specific expertise in Azure and Office 365. IPTA’s engineering team consists of multiple Microsoft certified professionals who stay on the cutting edge of Microsoft technologies in order to deliver high quality technology solutions to our customers. IPTA has in-depth expertise delivering systems engineering, software development, and technology consulting services on Microsoft platforms to Federal clients such as the Air Force, Army, and VA.

Using SharePoint, IPTA designed and developed the Acquisition App Store, the Air Force’s Acquisition platform that is currently in production. IPTA engineers are pioneers of web applications development and fielding in DoD cloud environments and have been actively involved with O365 on the Air Force NIPRNet.

IPTA brings over 12 years of experience supporting Akamai services and was the first company to “Akamaize” a Microsoft application for the Air Force back in 2003. IPTA’s Akamai-certified engineers are able to provide hands-on support to clients, including any integration, configuration, or customization you need.

Amazon Web Services

IPTA is a member of the Amazon Web Services (AWS) Partner Network (APN) ecosystem and can leverage this partnership to help clients take advantage of the AWS Cloud and the AWS GovCloud. IPTA has also utilized AWS for the development of software applications requiring web service support.
